Opus Safety compared with Citation

Citation is a national compliance provider that bundles health and safety with HR, employment law, ISO certification and cyber, supported by a 24/7 advice line, an online hub called Atlas and annual site visits. Opus Safety is a smaller specialist that gives you one named consultant who writes the assessments and undertakes the visit, with occupational health and training from the same team. If you want employment law and health and safety from one supplier with round-the-clock phone cover, Citation is the stronger fit. If you want the work done by someone who knows your sites, that is what Opus is built for.

What each one is

At Citation, health and safety sits alongside HR and employment law, ISO certification support, cyber and data protection, employee screening, occupational health and training (citation.co.uk, 25 September 2026).

Opus Safety says it is trusted by 1,000+ UK businesses, and many of its consultants are former Environmental Health Officers and HSE inspectors (opus-safety.co.uk/opus-safety-partnership, 25 September 2026). Its range is narrower, covering health and safety, occupational health, training and HR, with specialism in a small number of sectors including builders merchants, warehousing, manufacturing, metal stockholding, garden centres and petrol forecourts.

Start with the difference in size. A national provider has reach, hours of cover and a wider product range. A specialist offers depth in fewer sectors.

The differences that decide it

Two rows in that table are worth settling by asking both of us directly.

How many visits, and why. A site that changes, takes on agency staff for a season or reconfigures a yard can look materially different from one visit to the next. Ask each provider how many visits the contract includes and why that number fits your sites. More visits cost more, and whether they are worth paying for depends on how fast your operation changes.

Which assessments are written for you. Both providers say their consultants provide risk assessments, and Citation adds hundreds of risk assessment templates in Atlas. Ask each of us which assessments the consultant writes and which you complete yourself from a template. A template is worth having if somebody internally has the time and competence to adapt it. Without that, it is work still waiting. Price those internal hours before you compare the quotes, because this is where two similar annual figures stop being comparable.

Where Citation is the better answer

Employment law is your main need. Citation bundles HR and employment law with health and safety, including tribunal support and TUPE. If you are currently paying two suppliers, one contract is simpler. Opus's HR support is grounded in employment law too, so compare the two services directly, including what tribunal support each includes.

You want a phone answered at 3am. A 24/7 advice line is a real service and Opus has no equivalent. A named consultant on call is better on the day you need judgement about your site, and worse at 3am on a bank holiday.

You want ISO certification outside health and safety. Citation lists certification support for ISO 9001, 14001, 27001 and other standards. If a customer contract requires one of them, that is a specific capability worth buying from someone who sells it.

You want the prosecution cost guarantee. Citation publishes an advice guarantee covering the costs of defending safety prosecutions and enforcing-authority action up to £150,000 per matter and £1.5 million a year, subject to having followed their advice and notified them immediately. Read the conditions carefully, because the cover depends on your conduct, but it is a real product and Opus publishes no equivalent.

Where Opus is the better answer

Your risk is physical and sector-specific. Forklifts through a public trade counter, racking damage, welding fume, coolant mist, LEV, a yard where pedestrians and vehicles share ground. These fail in ways that vary by sector, and the assessor either has stood in your kind of building or has not. Opus is a preferred supplier to the Builders Merchants Federation and works across a deliberately short list of sectors.

You want the work done for you. The Opus Partnership is built around your consultant writing the assessments and conducting the audits. If what you are short of is hours, that is the part of each proposal to test hardest.

You want the same face each time. A consultant who has seen your sites before makes the fourth visit more useful than the first.

You want someone who has been on the enforcement side. Many Opus consultants are former Environmental Health Officers and HSE inspectors. For a business worried about what an inspector would find, that is a different kind of judgement from a compliance product.

What to check before you sign either one

The same list applies to both of us, and to anybody else you are considering.

• Contract length and notice period, in writing, before you sign. We have not verified Citation's terms and will not describe them second hand. Ask them directly, ask us directly, and compare the two documents.
• Who attends your site, by name, and what they have worked on.
• How the contract was sized. Under regulation 7(3) of the Management of Health and Safety at Work Regulations 1999, you must ensure the number of people appointed, the time available to them and the means at their disposal are adequate for the size of your business and its risks. Those Regulations extend to England, Wales and Scotland; in Northern Ireland the equivalent is regulation 7 of the Management of Health and Safety at Work Regulations (Northern Ireland) 2000. Ask both providers to show their reasoning.
• What happens to your documents if you leave. Who owns the risk assessments and training records, and in what format they are handed over.
• Whether enforcement support is inside the fee or charged separately.

Frequently asked questions

Is Opus Safety cheaper than Citation? We cannot tell you until you have a figure from each of us, because Opus scopes your site, your sector and what you need before it quotes. The two quotes may also cover different amounts of work, so before you compare the figures, compare which assessments are written for you and how many visits are included.

Can I move from Citation to Opus mid-contract? Subject to whatever notice period you agreed, which we have not seen. Before you move anywhere, agree in writing who owns your risk assessments, training records and accident records, and how they transfer.

Does Citation do anything Opus does not? Yes. ISO certification support outside health and safety, cyber and data protection, employee screening, a 24/7 advice line and a published prosecution cost guarantee. If any of those is the reason you are buying, it is the better fit.

Does Opus do anything Citation does not? Sector specialism, concentrated in a small number of industries instead of spread across all of them. Both of us list occupational health. Opus delivers health surveillance, face fit testing and spirometry from the same team, so if that is part of what you are buying, ask each of us who delivers it and which tests it covers.

Which one would you recommend to a 15-person office? Probably neither at partnership level. An office with no machinery, no vehicles and no hazardous substances may need only a competent person appointment, a small set of assessments and a review. Ask both of us what you need, and take the one that tells you less.
